विश्वलॊपः परवर्तेत भिद्येरन सर्वसेतवः
ममत्वं न परजानीयुर यदि दण्डॊ न पालयेत

यदि दंड लागू नहीं होते हैं, तो स्वार्थी प्रवृत्तियाँ व्यक्तियों के बीच हावी हो जाएंगी, जिससे सामाजिक और नैतिक संरचना का क्षय होगा और सामुदायिक सामंजस्य और आपसी विश्वास को नुकसान पहुंचेगा।
