अधर्म्यॊ हि मृदू राजा कषमा वान इव कुञ्जरः

यह श्लोक बताता है कि जो राजा अत्यधिक दयालु या नरम स्वभाव का लेकिन अन्यायकारी होता है, वह अपने क्षेत्र को सुरक्षित रखने में असमर्थ रहता है। ऐसा राजा विनम्र हाथी की तरह मौन रह सकता है, लेकिन शासक के रूप में निरर्थक होता है।
