किं तस्य तपसा राज्ञः किं च तस्याध्वरैर अपि
अपालिताः परजा यस्य सर्वा धर्मविनाकृताः

No matter how much a king venerates rituals or penance, if the subjects are neglected, they shall remain devoid of Dharma.

What good are the penances and sacrifices of a king if his subjects are unprotected? They then remain devoid of righteousness.

यदि राजा के अनुयायी सुरक्षित नहीं हैं तो उसकी तपस्या और यज्ञ का क्या लाभ? तब वे सभी धर्महीन रह जाते हैं।
